How was this not considered a recruiting violation?

I'd be curious if anybody could explain how Oregon was able to bring in a Nike guy (Shane Victorino) and allow him to ham it up with recruits earlier this year, and even go as far as exchange phone numbers with one of the recruits who was also from Hawaii?

Victorino was hired as an "intern" by Nike the weekend of the Stanford game, and Victorino was given guest access at the Oregon/Stanford game that weekend, where he was allowed to meet and greet with 4* D-lineman Canton Kaumatole.

Per a document put out by the Oregon athletic department, it seems Victorino fits their own definition of a booster:

A "representative of athletics interests" is an individual or business who is known by the University of Oregon to
* Participate in or be a member of an organization promoting Oregon
Athletics
* Contribute financially to Oregon Athletics, the Duck Athletic Fund,
individual athletic programs or any other UO athletics or sport-specific
booster organizations
* Assist in the recruitment of prospects
*Provide NCAA permissible benefits to enrolled student-athletes or their
families
*Have been involved otherwise in promoting the institution's athletics
program

Once identified as a representative of athletics interest, an individual or business retains the status
forever. In addition, a person can be a representative of more than one institution.

Seems like a bold move for a program that is currently under NCAA probation
